Over his career, Alben has achieved competencies as a CTO/CIO and senior Network Engineer/Designer, with over twenty years of experience, both here and abroad.

Most recently in an executive consulting capacity, Alben built and led the IoT Practice for one of the world's largest Systems Integrators, Dimension Data, providing insights and innovative solutions to The Fortune 100 including manufacturing, energy and petrochemical, healthcare, retail, and the enterprise markets.

Career highlights include pre-2008 Olympic Games network design and security networking initiatives for antiterrorism and Chinese Homeland Security including emergency operations center design consultation in Beijing, anticrime technology development for Colombian Government, and domestic security for metropolitan centers in the UK and British Isles, including Trinidad.

Notable is Alben’s Security information network design, including CCTV, persistent surveillance, access, and threat detection for six of the top ten US ports and airports for Maritime Domain awareness and Aviation. These systems include advanced biometrics, intelligent video, and WMD sensors.

Jerzy Kichner

Captain Kichner has extensive experience in engineering, safety, security, and environmental response. He provides risk analysis and assessment, emergency planning and response, and regulatory compliance to commercial marine transportation and support sectors as well as to the U.S. Government. He is very active supporting developers in the permitting of LNG and LHG Terminals and transportation on the Gulf, West and East Coasts including the use of LNG as a fuel in the marine industry. He has extensive experience and a long successful track record of moving energy developers through the USCG and FERC permitting process and negotiating with the local response community and agencies in moving projects through the FERC requirements. His experience extends to marine operations of LNG and LHG carriers.

He has over 28 years of Coast Guard experience in port & commercial vessel safety, environmental response and security having served in Marine Safety Offices along the East and Gulf Coasts, as Assistant Professor of Chemistry at the US Coast Guard Academy, Staff Engineer at the CG HQ Bulk Hazardous Materials Branch, Commanding Officer of the Gulf Strike Team responding to national and international environmental emergencies, as Executive Officer of the National Strike Force Coordination Center directing the operation and national policy of the Coast Guard’s elite Strike Force and as Captain of the Port, Officer in Charge Marine Inspection & Federal On-Scene Coordinator with total accountability for a commercially diverse region and one of the largest geographic areas of responsibility in the USCG.

Kichner has an incomparable track record in successfully conducting waterway suitability assessments and developing regulatory required emergency plans and operations manuals for the LNG/LHG industry as well as regulatory compliance for other terminals handling Hazardous Materials and oil products He currently serves as advisor for safety, security, assessment and planning, and regulatory compliance issues for a large companies in developing LNG fueling capabilities to support marine transportation on the Gulf and East Coasts. He is involved in the development of terminals using floating gas processing and storage platforms for both LNG and LPG export and transportation along the Inland Rivers, Gulf and West Coasts for foreign export.
